4.7 Home Zones and Environmental Improvement Schemes

Lambeth Council has been supportive of the Home Zones concept since the Government first gave the go-ahead for pilot schemes in the UK.

The Borough has worked closely with local residents to identify suitable areas for which Home Zones could be considered. A strong emphasis has been placed on community participation and partnership working.

The Holmewood Neighbourhood Home Zone

Against strong competition, the Borough was successful in its bid to the DETR for funding towards a monitoring programme for its first proposed Home Zone in the Holmewood Neighbourhood. This funding acted as a catalyst to move the project forward and during the last year, significant progress has been made.

The emphasis for the Holmewood Neighbourhood Home Zone is on public participation with the aim to engender a true sense of ownership in the local community. Organised by a Steering Group, set up as a partnership between Council Officers and residents, a Community Planning initiative



Holmewood Homezone

An important aspect of the Council's consultation relates to specific schemes and initiatives. Views have recently been sought regarding CPZ operation in Streatham, with the scheme now being amended in accordance with residents' concerns and needs.

Lambeth's Holmewood Home Zone consultation is extensive with the Residents Association an integral part of the project group. They have steered the process and timetable of this initiative as equals and partners.

Lambeth wants the Holmewood Home Zone to be the best in the country and this means getting the delivery process right. The Council has gone beyond consultation to public participation and partnership with the residents and other stakeholders from the area.

The process is steered by a group including lead residents, the police and representatives of local schools.

The group is assessing a full and wide-ranging public participation process leading to the development of plans for the Home Zone. The process is being informed by baseline research conducted by the residents and steering group, and will require and encourage the active participation of residents and others.
