COMMITTEE TERMS OF REFERENCE
To be read in conjunction with the constitution of the Holmewood Neighbourhood Association. The Terms of Reference to be reviewed each year following the AGM.
MEETING ARRANGEMENTS
The committee meets approximately each month.
The quorum: four elected officers/members which must include at least two officers. Voting: Elected officers/members eligible to vote. The Chair does not have a casting vote.
SCOPE OF THE COMMITTEE
The committee carries out the business of the Holmewood Neighbourhood Association. The work of the committee can be broadly split into what the committee agrees is a strategic matter, and what is an operational matter.
STRATEGIC MATTERS
The work of the committee is to inform, not to decide, and will be organised around the following topics. A designated committee member will lead each topic. Members can assist in more than one topic.
SOCIAL
Social events and activities
COMMUNICATIONS & COMMUNITY LINKS
Publicity, HNA website, Google Group, Twitter, and outreach to local schools, faith groups and other community associations
TRAFFIC
Roads, traffic, parking, cycling and cycle hangars
STREET CARE
Council Street Services, lighting, cleansing, refuse, recycling, liaison with Neighbourhood Champion
PARK
Council Parks Dept., landscape, grounds maintenance, trees, children's play area
LANDSCAPE CONSERVATION, ENVIRONMENT & BIODIVERSITY
Promote biodiversity, encourage good environmental practice across all topic areas, protect Conservation Area, monitor planning and development applications
SAFETY
Liaison with Safer Neighbourhood Panel, Council and Police
FINANCE & FUNDRAISING
Budgeting and fundraising
EXPECTATIONS OF COMMITTEE MATTERS (taking the lead on a topic):
Maintain an overview of the topic and work with assisting members.
Report at each committee meeting.
Facilitate workshops, meetings and research as necessary.
Work up and summarise options and proposals and present to the committee.
Contact with relevant Council departments and other statutory authorities.
Lead at open meetings on the topic.
All proposals to be ratified by committee meeting(s) and HNA Open Meeting(s).
PROCESS
OPERATIONAL MATTERS
Regarding day to day matters, an action can be taken by the committee and where time is of the essence, by the Officers alone. All actions taken by Officers need to be reported to the committee at the next meeting.
The committee may delegate decision making powers to individual committee members for specified projects. The committee would need to receive reports at the next meeting on any actions taken by committee members.
